I think I understand now that Flash uses shapes for most of its drawing, which is different than what I'm used to in Photoshop. When I draw on the edge when there is no container for me to use the paint bucket I have to use the brush tool. What I want to know is do people just create a container outside of the canvas cause when I use the brush tool and when I come in contact with the lines it sometimes overlaps parts of the line and dissects the smooth line I had.

The white box is the picture (what comes out on the screen when an animation is played), not a canvas, just draw a square or rectangle and do all you work inside it.
