You'll need a recorder program. Some good ones are Goldwave & Adobe Audition. (for Adobe Audition, you can get the full version from a torrent)

I think some kind of high tech saver and downloader thingy.... I am actualy going for drawing, cause I love to do it, and I can make it look like somthing Jhonen Vazquez drew. Would I need a scanner for it? Or do I use just the computer?

It depends on what position you're looking for =o Storyboarding should be done on paper, but there is a great program called ToonBoom storyboard Pro that I'll be using to make mine.
Background artists, digital ad artists, and animators, of course, need to use the computer.

what does a background artist do? does she or he color, draw, or what in the background?

Well...the animator will draw, color, and animate everything that moves, like Zim, Gir, a blender in use...all that. A background artist draws the background, which is one single big picture of the background in perspective from the camera. It will be given to the animator to pan through as the character walks/flies/crawls/wiggles through the scene. You need to be very good at perspective for this. You'll also color it.

No, no, you don't have to be over 21 ^^; Some troll with mod powers came to the forum and edited a bunch of posts from the directors. There is no age limit. I'm very sorry for that confusion.
To prove this, I'll let you know that I'm 18.
